I suppose that would partly depend on what finaincial area you have experience and expertice with.  Generally speaking, I would state that a good techno-functional consultant has knowledge and experience around the business processes, process flows, setup and configuration, data conversions, testing and support in their area of expertice (such as General Ledger, Accounts Payable, etc.).  They need to understand the business decisions that need to be made in order to implement the system, and be able to build a business case around areas where issues may arise (especially if customization is required).
