We have few items which should not shipped to International
Customers. One reason could be the product trying to sell in that
country does not have proper certification.

Issue: Now user should not be allowed to ship those items to the
International Country - Where the product does not have certification

Work Around: We suggested Import/Export Compliance Hold which
appears to all the International Customers and then user will decide
whether it can be shipped. If it can be shipped- Hold is released
and material is shipped. Other wise the Sales Order is Canclled.

Important: No sope for customization

Can any one provide any resolution/ work around with out customizing
the product

I think ,You can Make Use of Shipping Exception Functionality .
By which you can Prevent Users to Ship .

Explored the feature.but could not.

Example:

I have an Item which has certfications in countries like USA etc (But do not have certification in Germany)
So i need to restrict the user at the Entry Level while is user is entering the Item for all customers of Germany

I can think of the following answer which does involve some customization

Why dont you use the descriptive flexfileds available when entering the items and make it necessary for the user to specify whether the item is shippable or not to International countries?

After this you can use Custom.pll and check attribute on the item for item is being shipped. If the item selected has that attribute enabled you dont allow user to select that item
