Is there any way to get Oracle to consider the Substitute materials, included on the bill, when netting supply and demand?

Component and End Item Substitution is standard functionality provided by the Oracle Advanced Supply Chain Planning (ASCP) and Global Order Promising products (GOP) applications. In both cases, you require a constrained plan so that the plan can make choices between whether it should use a substitute.
